What is pethPsePortPowerDeniedCounter?
This counts how many times the PSE state machine for this port entered the POWER_DENIED state, meaning the switch detected a valid powered device but refused to supply power to it, typically because of insufficient power budget. Administrators monitor this to catch situations where devices aren't getting PoE power because the switch's total power budget is exhausted. A climbing count on a newly connected PoE phone would tell an admin the switch doesn't have enough power budget left to energize that port and some power reallocation or budget increase is needed.
