What is pethPsePortOverLoadCounter?

This counts how many times the PSE state machine for this port entered the ERROR_DELAY_OVER state due to the connected powered device drawing more current than allowed. Administrators use it to spot ports where the attached device is overloading its power allocation, which can trigger a temporary power cutoff. A repeatedly incrementing count on a port feeding a PoE camera would suggest that device is drawing excess current, possibly due to a fault or an underspecified power class.
