This read-only value records the sysUpTime at which this filter row was last modified or created, whether via SNMP SET or some other external mechanism. An admin uses this timestamp to see when a filter entry was last touched, useful when auditing recent configuration changes to traffic filtering policy. For example, an unexpectedly recent value here on a filter the admin didn't personally modify would prompt investigation into what other process or operator changed it.
