What is mscDpnGateUtpFramerOperationalState?
This read-only value reports the OSI operational state of the Framer component: enabled(1) or disabled(0) (default), following the same semantics as mscDpnGateUtpOperationalState. Admins check this to see whether the underlying hardware framing layer is actually functional, since a disabled Framer will prevent its parent UTP component from passing traffic.
