What is mscPppFramerAdminState?

Reports the OSI administrative state of the Framer component: locked (administratively blocked from operating, following a Lock command, with usageState then idle), shuttingDown (a Lock is in progress but existing traffic still flows), or unlocked (permitted to operate, following an Unlock command). It mirrors the same administrative-state model used elsewhere in the Passport PPP stack, applied specifically to the framing layer.
