What is mscLpEE1UsageState?

This object reports the OSI Usage State of the component: idle(0), the default, meaning it's not currently in use, active(1) meaning it's in use with spare capacity, or busy(2) meaning it's in use with no spare capacity for additional users. Admins use this to gauge current utilization of the timing component beyond just whether it's operational. A value of busy(2) would tell an admin this component has no remaining capacity to take on additional load.
