What is mscLpEE1SnmpOperStatus?

This object reports the current operational state of the external timing E1 interface: up(1) meaning it's operational and can carry timing traffic, down(2) meaning it's not operational, or testing(3) meaning no operational traffic can currently pass. Admins check this to confirm the external timing input is actually functional before relying on it as a synchronization reference. A value of down(2) tells an admin this E1 timing interface currently cannot be used as a clock source and needs troubleshooting.
