What is mscLpEE1AdminState?

This object reports the OSI Administrative State of the component: locked(0) meaning administratively prohibited from providing service, shuttingDown(2) meaning it's finishing existing service before locking, or unlocked(1), the default, meaning it's administratively permitted to provide service. Admins issue Lock or Unlock commands against the component to move it between these states, for example locking it before maintenance. Setting an admin's intent to lock this component would show as locked(0) here, and the component's usageState would correspondingly show idle.
