What is mscShelfCardBusTapOperationalState?
Indicates whether the bus tap is actually enabled (available for use) or disabled, for example because of a hardware fault on the tap itself or on something it depends on; a disabled state alongside an unlocked admin state points to a real fault worth investigating.
