What is mscShelfCardBusTapDependenciesInEffect?
A bitmap recording non-hardware reasons the bus tap can't use its bus, namely busLocked (the bus itself is locked) or busDisabled (the bus is disabled); this tells an admin the tap itself may be fine but the shared bus resource it depends on is unavailable.
