What is mscTrkAtmOperationalState?
Reports whether this ATM trunk component is actually able to operate: enabled(1) means it's available for service (though it may still not be serving traffic if adminState is locked), while disabled(0, default) means something is wrong with it or a dependency, in which case usageState will read idle.
