What is mscTrkAtmAdminState?
Reports the OSI administrative state of this ATM trunk component: locked(0) means it's administratively barred from providing service, shuttingDown(2) means it's finishing serving existing users before locking, and unlocked(1, default) means it's permitted to provide service; an admin issues Lock/Unlock commands to change this.
