What is dcmeUsageState?
Reports the OSI Usage State of the Dcme component: idle (not currently in use), active (in use but with spare capacity for more users), or busy (in use with no spare capacity). Admins check this to gauge whether a DCME device is approaching capacity, which combined with the rejected-call counters on its DcmeLinks helps decide when more compression capacity needs to be added.
