This sets whether the ONU is active(1), normally passing traffic, or deactive(2), administratively deactivated so its laser is turned off and it no longer registers on the PON. Admins use deactive as a stronger, PON-layer suspension than onuAdminStatus down, useful when temporarily removing an ONU from the optical budget calculation for the whole PON port. For example, deactivating an ONU that's suspected of a rogue-laser problem stops it from interfering with other ONUs sharing the same PON.
