This controls what the ONU does when it receives an IGMP join for a multicast group not authorized in the dynamic ACL: false (the default) silently discards the request, while true forwards it upstream anyway (though the ONU still won't honor/forward the actual unauthorized stream), per ITU-T G.988 9.3.27. Admins may enable it if they want unauthorized join attempts visible upstream (e.g. for billing/upsell tracking) rather than dropped silently at the ONU. For example, enabling this lets an operator's back-office system see (and potentially act on) a subscriber's attempt to join a premium channel they're not subscribed to.
