What is vpnTunnelState?
Reports this tunnel's detailed protocol state, whose meaning depends on vpnTunnelType: for PPTP it's inactive/suspended/active (0-2), and for L2TP it's idle/wait-reply/wait-conn/established/wait-final-ack (0-4). An admin uses this finer-grained state to see exactly where a tunnel is in its setup or teardown sequence, beyond the simple active/inactive flag.
