When the variable has a value of 65535 then it means that the corresponding agentBGPDecProcIPv6Entry does not belong to any outbound update group
What is agentBGPDecProcUpdateGroupIPv6?
Only meaningful when agentBGPDecProcPhaseIPv6 is 3, in which case it identifies the outbound update group phase 3 ran for; 65535 means the row isn't tied to any update group. It's the IPv6 address-family counterpart to agentBGPDecProcUpdateGroup.
