Description: This object indicates whether the card in this slot can now be reprogrammed. It should be used together with nbsCmmcSysUpgrade.
Cards without reprogrammable firmware should always report notSupported (1). Reprogrammable cards should report supported(2) only if the NM has the appropriate firmware image already loaded and ready to send to the card.
