What is planEntry?
This MIB has no DESCRIPTION anywhere, so this reading is inferred from the object's name, type, and its compound INDEX of interface, offset, and pattern, mirroring the block-filter table's structure. It is the conceptual row of the 'pass' filter table, the inverse of the block table: only frames matching a pass entry are forwarded, everything else on that interface is dropped. An admin uses this table to build an allow-list style filter, forwarding only traffic matching known-good patterns.
Examples

Get a specific instance (index 1):
snmpget -v2c -c public <target> 1.3.6.1.4.1.86.2.4.3.1.1 snmpget -v2c -c public <target> NAT::planEntry.1
Set instance 1 (SNMPv2c):
