What is cfParmsSave?
This MIB has no DESCRIPTION anywhere, so this reading is inferred from the enumerated cfClear(0)/cfStore(1) values and read-write access. Writing cfStore(1) commits the device's currently running configuration parameters to non-volatile memory so they survive a reboot; writing cfClear(0) discards pending changes instead. An admin would SET cfStore(1) as the final step after making configuration changes over SNMP, the same way a CLI 'write memory' command works.
Examples

Get a specific instance (index 1):
snmpget -v2c -c public <target> 1.3.6.1.4.1.86.2.1.9.1 snmpget -v2c -c public <target> NAT::cfParmsSave.1
Set instance 1 (SNMPv2c):
snmpset -v2c -c private <target> 1.3.6.1.4.1.86.2.1.9.1 i <value>
