What is mplsLspInfoTimeUp?

This value reports, in 10-millisecond units, the cumulative time an LSP has been operational; dividing it by mplsLspInfoAge and multiplying by 100 gives the LSP's percentage uptime. Admins use this to track how reliably a specific tunnel has stayed up.
