What is mpcHoldDownTime?

The MPC-p6 parameter: the minimum time, in seconds, this MPC waits before reinitiating a resolution attempt that previously failed, defaulting to mpcRetryTimeMaximum times 4. It prevents an MPC from hammering the network with repeated resolution requests for a destination that just failed to resolve.
