What is mnCOAIsLocal?
Whether the COA is local to (dynamically acquired by) the mobile node or not. If it is false(2), the COA is an address of the foreign agent. This is a simple true/false flag (SNMP TruthValue), so a management station just polls it to check the current on/off condition rather than trending it like a counter.
