What is mnAdvFlags?

The flags are contained in the 7th byte in the extension of the most recently received mobility agent advertisement: vjCompression -- Agent supports Van Jacobson compression gre -- Agent offers Generice Routing Encapsulation minEnc, -- Agent offers Minimal Encapsulation foreignAgent, -- Agent is a Foreign Agent homeAgent, -- Agent is a Home Agent busy, -- Foreign Agent is busy regRequired, -- FA registration is required. It is encoded as a bitmask, so a monitoring tool decodes the raw integer into the named states listed in the MIB (rather than displaying the bare number) when showing this value to an admin.
