What is meritageBaseLEDs?

A packed bitfield summarizing the state of all the chassis-level LEDs (power supplies, fans, M-SPV modules, and Ethernet sideband), with each LED's color/blink state coded per the number-of-bits and number-of-LEDs header bytes; an admin can decode this to get a full front-panel status snapshot in one read.
