What is juniIpsecTunnelTransportVirtualRouter?

This names the virtual router that carries the tunnel's outer (transport) IP traffic; if left unset, it defaults to 'default', the router of the agent handling the request. In a router configured with multiple VRFs, an admin sets this so the tunnel's encapsulated packets are routed through the correct VRF.
