This read-only 64-bit counter tracks the total number of outbound packets after IPsec encapsulation for this tunnel, i.e. the packets actually placed on the wire. Comparing it to juniIpsecTunnelStatOutbUserRecvPkts shows the packet-count overhead added by IPsec encapsulation.
