What is jnxHistMacChangedMsg?

This is a packed binary record of one or more MAC-change events, each 13-octet tuple encoding the operation, learned, removed, or updated, along with the VLAN, the MAC address, and the dot1dBasePort involved. Because it's a compact binary blob rather than plain text, a management application must parse it according to the documented tuple format to extract which MAC addresses changed, on which VLAN and port. A monitoring tool might decode one tuple as operation 1, learnt, VLAN 10, MAC 00:1A:2B:3C:4D:5E, port 3, telling the admin exactly which device just appeared on which switch port.
