What is jailInPackets?

This read-only Counter64 counts the number of packets received by this jail, per its source description. An admin uses it alongside jailInOctets to gauge inbound packet rate and average packet size for a jail, which helps distinguish bulk transfers from many small packets when diagnosing network behavior. For instance, a high packet count with a low corresponding octet count would suggest the jail is receiving many small packets, such as keepalives or DNS queries.
