What is ipadHDLCConfigTxLowUtil?

This writable object allows setting a threshold percentage for low transmission HDLC utilization alarms on an interface, with a value of zero disabling the alarm. When actual transmit utilization drops below this threshold, the system can trigger an alarm or log indicating potential underutilized or failing circuits. Operators configure this to detect transmission links that are not being used as expected.
