What is imaLinkNeTxState?
Reports the current state of this physical link's near-end transmit link state machine (per ATM Forum IMA v1.1 section 10.1.2), such as whether the local transmit side considers the link usable. It's the per-link, transmit-direction counterpart to the group-wide imaGroupNeState.
