What is curAccessDelayTime?

Reports the current delay, in 5-second units, the controller waits before its first access to a drive after power-up (e.g. a value of N means N*5 seconds). A value of 0 means no delay is applied. This staggers drive spin-up so power supplies aren't overloaded when many drives start at once.
