A value of 'noChurn' indicates that the state machine is in either the NO_PARTNER_CDS_CHURN or the PARTNER_CDS_CHURN_MONITOR state, and 'churn' indicates that the state machine is in the PARTNER_CDSCHURN state. This value is read-only.
