'immediate' : Immediately, to provide connectivity concurrently with the use of MKA with any CAK acquired through EAP.
'mkaFail' : Not until MKA has failed, or is not enabled.
'mkaServer' : Only if directed by the MKA server.

Controls when the Logon Process will grant authenticated-but-unsecured connectivity for this network identity: never, immediate, mkaFail (only after MKA has failed or isn't enabled), or mkaServer (only if directed by the MKA Key Server); lets admins decide whether authenticated clients can get network access before MACsec keys are actually installed.
