What is statsStartTime?
Timestamp string recording the stats start-up time, per the MIB's own DESCRIPTION, i.e. when the current statistics-collection period began (most recently reset via resetAllStatTables or a system restart), used to interpret how long the accompanying counters have been accumulating.
