Description: It contains the value for previous state

What is ibPreviousState?

A notification-only varbind reporting what state the monitored object was in immediately before the state change that triggered this trap. Having both the previous and current state in the trap lets an admin see the exact transition that occurred, rather than just the new state, useful for distinguishing a fresh failure from a flapping condition. A trap might show ibPreviousState "up" transitioning to a current state of "down," confirming the object just failed rather than having already been down.
