An OCTET STRING (0-128 bytes) named for a human-readable label, but the real source DESCRIPTION for this leaf was copy-pasted from its sibling index-pointer object rather than written for a description field: it literally repeats 'This object identifies a row in hwVOPDPBOConfProfTable used for configuring the downstream power back-off related parameters of the respective xDSL line'. Read per this object's own name/position, it is the optional free-text label paired with that profile-pointer index for the DPBO profile pointer, analogous to the *ProfDescription fields used elsewhere in this MIB; the description text itself should not be taken as accurate documentation of this specific leaf's behavior.
