Enables (or disables, the default virtualNoiseDisabled) transmitter-referred virtual noise in the downstream direction (SNRMODEds, G.997.1 7.3.1.7.1); when enabled, the actual downstream noise-margin computation also accounts for the virtual-noise PSD configured in hwVOPVirtualNoiseConfProfTable, letting an operator pre-provision margin for expected future crosstalk growth in the binder.
