Upstream Down-Shift Time Interval, in seconds (0-16383, default 3600), used only when the (oddly cross-referenced in the source text) upstream rate-adaptation logic is active: how long the upstream noise margin must stay below hwVOPSNRMarginConfProfRaDsNrmUs before the xTU-C attempts to decrease the upstream data rate (RA-DTIMEus, G.997.1 7.3.1.4.10).
