When downstream retransmission (G.998.4) is used, the maximum instantaneous delay, in 1 ms steps from 1 to 63 ms, attributable purely to the retransmission mechanism itself (G.997.1 7.3.2.11); this bounds how much extra latency retransmission is allowed to add on top of the base interleaving delay.
