This read-create enumerated value enables or disables the BITS clock signal output on the physical port identified by the matching hwClkOutputPostion entry. Admins set it to enable(0) to activate timing output on a specific BITS port feeding external equipment, or disable(1) to shut that output off. For example, an admin decommissioning an external timing customer connected to a given BITS port would set hwClkOutPortEnable to disable(1) for that port's entry.
