What is hwAtmCesPortCfgLiuStatus?

This reports the state of the port's LIU (line interface unit, the physical E1/T1 transceiver): normal, test, idle, not present, failed, blocked, maintenance, or one of several loopback modes (local, remote, timeslot, or payload). Operators read this to see whether a port is passing live traffic or is currently in a diagnostic loopback.
