What is hwAtmVplUpcNpcFlag?
This flag enables or disables UPC/NPC, or Usage and Network Parameter Control, policing on this ATM virtual path link. Admins toggle this to turn traffic policing on or off at the VPL level, which affects whether out-of-contract cells on that path are dropped or tagged. For example, setting this to disable(2) turns off UPC/NPC enforcement on the VPL, letting all cells through unpoliced.
