Reports an extra diagnostic specific to slave or local-mode ring coupling: basicRedundancyInactive(2) means the coupling port was deliberately kept out of forwarding because of the basicRedundancy setting on hmRingCplCouplingLinks, letting an admin confirm a segment is unreachable by design rather than by an unexpected fault.
