This is the RowStatus controlling creation and destruction of a peer public key entry, supporting active status along with createAndGo and destroy operations. An admin uses it to activate a newly imported peer key or remove one that's no longer trusted. For example, an admin decommissioning a peer would set hh3cRSAPeerPublicKeyStatus to destroy(6) to remove that peer's key entry from the table.
