What is hh3chipsByCard?

This true/false flag indicates whether a given IPSec SA is being processed by the NDEC hardware encryption card rather than in software. An admin checks this to confirm that a tunnel is actually getting hardware-accelerated encryption instead of consuming CPU cycles in software.
