A read-create RowStatus controlling creation and deletion of a failover group entry, though this implementation only supports active(1), createAndGo(4), and destroy(6). An admin uses this object to provision a new failover group in one step with createAndGo, or to remove one entirely with destroy, since the intermediate row-creation states aren't supported here. Setting this to destroy(6) removes the failover group and all its chassis/slot/CPU configuration.
