Admins set it to during(2) whenever they also configure a finite h3cRmonExtAlarmStatCycle value for a temporary alarm. For example, an admin creating a permanent production alarm would leave h3cRmonExtAlarmStatType at forever(1), while a short-lived diagnostic alarm would use during(2).
