Indicates whether the most recent network element change trap generated by this device reported an NE coming online or going offline. Admins use it alongside the trap itself to quickly confirm the nature of the last state change without re-parsing the trap payload. For example, after receiving an h3cIpRanDcnNeOffline trap, an admin polling this object would see offline confirming the last recorded change.
