The Time Scaling Factor is an 8-bit register that determines the number of 25ns clock cycles that occur between increments of the Time and Interrupt Timer Reigsters. Increasing the Time Scale Factor increases the burst tolerance that can be represented by the policer (in multiples of .838 seconds) while reducing the precision of the policer by a similar factor. The possible values for this variable are 1 through 255.
